[現象]
ほぼすべてのプラグインのインストールおよび、アップデート、アンインストールが失敗する状況です。
例えば、イプシロンのプラグインですと以下のようなエラーでアップデートができません。

一部のプラグインを除いて、有効化はできるのですが、削除やアップデートができない原因はどのようなものが考えられますでしょうか？
なお、イプシロン以外は、以下のようなエラーが主流です。
