[EC-CUBE] EC-CUBE4.1.0新規インストール(2021.12)

のような設定でインストールしています。
[レンタルサーバ] heteml
[PHP] 7.4.33（CGI版）
[データベース] MySQL 5.6.23
[WEBサーバ] 　Apache
[ブラウザ] Chrome120.0.6099.71（Official Build） （arm64）
[導入プラグインの有無] 商品問い合わせ for EC-CUBE4、おすすめ商品管理プラグイン、関連商品プラグイン、メーカー管理プラグイン、受注データ一括削除プラグイン for EC-CUBE4
[カスタマイズの有無] 特になし

[現象]
規格登録で「登録ボタン」クリックで、403エラーになり登録できません。
更新タイミング期間が長いサイトで。前回の登録は7/19。この時点までは正常に登録されています。
php.iniは設定できます。
今回、max_input_varsを1,000(最大1,000までしか設定できません。)に設定しましたが、403エラーへの遷移は変わりませんでした。

考えられる原因、チェックすべき箇所をご教授下さい。

エラーログには何か載ってたりしますか？

ERRORの表記があるのはここですが、見当違いでしたらご指摘ください。
規格を3つ設定したので、同じ表記が3行になっていると思います。
